The Heraldic Targe is a a scrapped secondary weapon for the Demoman. It was added to the game files in the December 23, 2010 Patch and removed entirely in the January 9, 2014 Patch.
It is unclear what the weapon would have been like, although it is highly likely that it would have been a replacement for the Chargin' Targe.
Filename strings for a decal-able Chargin' Targe were later found in some .lst
files from the December 17, 2010 Patch when the cp_degrootkeep.lst
file in the tf\reslists
folder was added;

model has not appeared in the game files. The model residing in the same directory as the Chargin' Targe's models could indicate that the Heraldic Targe was to be a Chargin' Targe that you could apply a decal to.
