I don't think it's any particular map per se, we see that often on any map joined through the casual mode matchmaking.
What I do and assume many others do in those cases is simply to disconnect and retry the matchmaking. Sometimes, it may take a few tries, and you really have to want to play.
I guess I should add that this really isn't a topic specifically for Badwater Basin, Other than to say that Badwater Basin probably isn't any more broken in this regard than any of the other Casual matchmaking maps.
