Inactive localization teams

Current problem:
There are many editors that are left out from the Wiki Cap nominations due to the fact that they are the only ones that edit/translate articles on their language. Consequently, these users usually are not noticed as other editors that belongs from more active languages. This creates unfairness towards these editors from inactive localization teams.

Solution:
As a courtesy and better fairness towards with low activity or solo translators, they will be granted a special privilege; the privilege to nominate themselves. This privilege is exclusively to the editors who meet the following criterias.

• Editors that had been actively contributing for at least a year.
• Editors that belong to a localization team no more than 2 active members.

Moreover, editors that were auto-nominated and weren't granted the Wiki Cap, they can auto-nominate themselves again in 6 months.

What is an inactive localization team?

• A language section that is outdated compared to the English counterpart, this means by having multiple red links and low translator activity.
