This coat was made by a tailor in Pakistan. 100% sheep fur. Its nice.
Tsar Platinum publicity blurb

The Tsar Platinum is a community-created cosmetic item for the Heavy. It is a naval officer's short coat with high collar, featuring team-colored armbands that replace the Heavy's usual class symbol with an anchor.

The Tsar Platinum was contributed to the Steam Workshop.
